распределение ресурсов
Общее понятие исследования операций, теории оптимального функционирования социалистической экономики и вообще всех тех разделов экономической науки, которые связаны с материально-вещественной, производственной стороной экономики. Имеется в виду распределение наличных ресурсов по разным работам, технологическим применениям, направлениям конечного использования для получения наибольших результатов. Значение этой проблемы определяется, во-первых, ограниченностью ресурсов (см. Дефицитность ресурсов) и во-вторых, тем, что эффективность ресурсов в разных направлениях (как в производстве, так и в потреблении) может быть различна. Последнее означает, что общая эффективность зависит не только от количества ресурсов, но и от их распределения. (См. пример в статье Предельный эффект затрат). Р.р. в экономике может в принципе осуществляться двумя способами: централизованным и децентрализованным (рыночным). И в том, и в другом случае основой эффективности Р.р. является информация о потребностях, наличии ресурсов и технологиях. В рыночной экономике главным источником такой информации служат цены. Оптимальное Р.р. — содержание большинства экономико-математических задач, решаемых в сфере планирования и управления производством. В частности, — задач линейного программирования, нелинейного программирования и др. Лауреат Нобелевской премии по экономике Т.Купманс выдвинул фундаментальную, как он выражается, «преинституциональную» теорию Р.р. Смысл этой идеи сводится к тому, что в любом обществе, независимо от его инcтитуциональной структуры, прежде всего решается задача оптимального распределения ресурсов этого общества, а затем уже на нее накладываются те или иные особенности, связанные с его устройством.
